A few days ago, Puerto Rico's Deputy Secretary of the Treasury, Ángel Pantoja, announced that a loophole in the Inflation Reduction Act (IRA) prevents Puerto Rico residents from accessing the federal tax credit of up to $7,500.

The petition, led by the Center for American Progress, comes at a time when the island was excluded from incentives for the purchase of electric vehicles.

Washington D.C. - About 60 civil society organizations, led by the think tank Center for American Progress (CAP), have petitioned Joe Biden's administration to grant Puerto Rico and the other territories access to federal clean energy credits, including the purchase of electric vehicles.

In a letter sent last week to Treasury Undersecretary Wally Ayedemo, Energy Secretary Jennifer Granholm, and Commerce Undersecretary Don Graves, the organizations expressed "deep concern" with the exclusion of the territories from tax credits for investment in clean energy, energy storage, microgrids, electric vehicles, electric vehicle infrastructure, and community solar interconnection, among others.

"The Treasury Department and IRS Notice of Proposed Rulemaking fails to provide parity for projects in the territories, where these clean energy credits would have particular impact and importance due to the vulnerability of island territories' power grids to natural disasters," said the organizations, including Ciencia Puerto Rico, Sierra Club, American Federation of Teachers, Hispanic Federation, La Mesa Boricua de Florida, Micronesia Climate Change Alliance, and the Conservation Trust of Puerto Rico.
