Job Description

TechGlobal seeks a qualified candidate to support our client at the NOAA Office of Education in the development and implementation of an agency-wide monitoring and evaluation system to capture and report the major education activities conducted across the agency.  The successful candidate will facilitate the development and implementation of performance measures, logic models, data collection methods, and reporting systems for the agency. ———————————————————————————————Tasks:

 

 

  • Provide support in the development of evaluation systems for formal and informal education products and services at NOAA.
  • Facilitate the implementation of the NOAA Education Monitoring and Evaluation (M&E) framework with an established working group.
  • Support the development of a data collection and reporting system to support the M&E framework .
  • Provide technical assistance to Education Council Members and other NOAA Educators working to improve individual program evaluation plans.

Coordinate and collaborate on the authorship of annual program evaluation reports of the Education Council activities

   

Employment Type

Full time, TechGlobal employee working at client site.

Salary Range

$50,000-$74,000

Minimum Required Skills

 

Required Skills: 1+ years experience in conducting evaluations of education programs and evaluation project management.  Strong knowledge of quantitative and qualitative evaluation methods and analysis techniques. Proficient in the use of MS Office products (Word, Excel, and PowerPoint) with database knowledge a plus. Must have strong organizational, analytical, and oral and written communication skills; project management, group facilitation, and interpersonal skills. Direct experience working with grantees, tracking implementation and quality improvement efforts, and answering grantee questions. In addition:

 

 

  • Demonstrated work experience in designing, planning, organizing, implementing, directing or evaluating data-related projects and including, but not limited to, needs assessments, program evaluation, research studies using primary or secondary datasets, data analysis and interpretation, management information systems or data collection and monitoring systems in education-related programs.
  • Ability to effectively plan, design, implement and report on evaluation studies.
  • Demonstrated work experience identifying and evaluating scientific literature, synthesize relevant information, and make recommendations.
  • Demonstrated work experience analyzing and interpreting program evaluation data, present evaluation and research results clearly and effectively in writing and effectively organize and synthesize material from diverse sources into comprehensive reports for a variety of audiences.
  • Experience with facilitating departmental and external task forces, advisory committees and planning groups, with diverse stakeholders, to facilitate decision-making and achieve consensus on controversial issues.
  • Demonstrated ability to work independently in a collaborative, geographically distributed environment

 

-       Education:

-       MA/ MS in Education, Program Evaluation or related social science degree; PhD preferred (a non-related degree with substantial work experience in Education or Program Evaluation may substitute).
