Who should apply?  The Ian Axford Fellowships in Public Policy are for outstanding mid-career American professionals to research and gain firsthand experience across a range of public policy fields in New Zealand.  Fulbright New Zealand, which administers the Fellowship, selects 4-6 Fellows each June, and is constantly seeking ways to attract the strongest possible pool of applicants.
